We have a company with 75 + computers, and they are running Windows 2003 Standard. They are interested in setting up a Company Web workplace, similiar to that of Small Business Servers features. I looked on the web and could not find any third party apps or tie-ins that would make the job simple. Do we have to get it developed, or is there a third party solution that I am not seeing?

A company Web workplace, do you mean collaborating with other employees using your company Intranet? If that's the case, I recommend you SharePoint Portal website. This will give you a lot of power in document collaboration and sharing information as you mainly require. There's tons of resources on how to implement it on a corporate environment.
