Hi, can i build the *.html/*.php files from windows (which means I installed apache 2.0, php, mysql myself on windows) and then I upload it (using FTP) to any web server that run on linux? No conflict?

HTML is independent of the operating system. In fact, it doesn't run on the server, but on the browsers it is downloaded to.

The only glitch you might run into is with line terminators. I think Windows uses CR/LF, while Linux uses just LF. By the way, you might want to consider downloading GVIM as your editor. It runs under Windows, but is also Unix savvy.

Yes, you can use *.html and *.php files that are composed on a windows machine and then upload them to a linux file server. They will run without issue. html and php and both protocols/languages that are independent of the operating system they are run on. As long as there is server is built to handle php files, you are good to go. html files are implemented on the browser on the local computer they are accessed from. The server simply serves them to whatever computer is requesting a particular website.

The html files should work with no changes, since you'll be using Apache on windows and linux.

The php files will also work unless you are relying on Windows only functionality, like using a system command to run a windows program and using the results of that. This tends to be uncommon.

If your versions of apache, mysql and php are roughly the same, then it should work with no additional changes.
