You can get free accounts all over the place but not with a free domain name. The domain name will cost at least a few bucks a year minimum. Sub domain management features will generally never be free. Sorry.

You can do it for about $8 a year for the domain at godaddy.com and I've seen a few places offering simple content hosting and maybe providing a PHP environment for a couple of bucks a year but if you expect your site to stay up for long those sites aren't the best idea. Expect to pay at least 5-10 bucks a month.

I have several of the most popular free hosts listed below. If you are willing to pay a nominal fee then http://www.godaddy.com would be your best option.

go to angelfire.com. they have free websites, but the url will be www.angelfire.com/yourwebsite. but that is the price you pay for a free website. plus they have lots of tools that help you create whatever you want.
