Most providers have at least 20 megs of space you are already paying for! Check your ISP package and see. Secondly, people are mislead in believing they need a domain name! Another untruth! A domain name is nice but it is NOT needed! A domain name is a name that is registered in the domain registry and does aid in helping people to find your site but it isnt a must! Now that you know this, go out and purchase some cheap drag and drop webpage software and git goin! Everything you need to design and upload your creation will be in the software!

Unless you have your own server, you have to pay someone to host your site. There are lots of cheap places, though.
