XAMPP if you need to test it locally if there's PHP or anything other than just html - otherwise just test the files on your pc by opening them.

Adobe Dreamweaver is a great WYSIWYG website design program that also allows you to edit code.

You can try Microsoft's Web Products
Microsoft Expression Web
you can create websites in pure HTML/XHTML/CSS or ASP.net or PHP (introduced in Expression Web 2 Beta)
it's interface is like Office
You can alos use Microsoft FrontPage, but it has been replaced by Expression Web and Sharepoint Designer
or u can use Adobe Dreamweaver, but its interface is very crowdy.
