You can download a Trail (valid 30 days from first opening it) of Dreamweaver from the Adobe website.
Dreamweaver is really useful and very powerful & you can either design in code (if you're fluent / able to) or use it as a WYSIWYG editor. it'll map your site for you, transfer it via FTP to any destination you like, and really help you when putting in more complicated features.
www.adobe.com then follow the links to the downloads page.
The only downside is that it expires after the 30 days and it's EXPENSIVE software, but it'll at least give you plenty of time to get a site designed and uploaded before they ask you to stump up the cash and that'll give you time to find a cheap / free program to maintain your site.
