They also have a couple of plans that are inexpensive.
I don't know if they allow php though. (Ah. I see that GeoCities Pro allows php. Cost is $8.95 per month. This plan includes "free registration of your own domain name" and 5 "matching email accounts".)
Also, I am not sure what you mean by "provides email". You can get free email from several places (Yahoo, Google, etc). But it would not have a domain name of your choice. I don't know if anyone gives you a free domain name with matching free email addresses. - - Is that what you want?
Another thing to consider is how much disk storage you are going to need. And how much bandwidth you will need for data transfer.
