Website I'm building is commercial chat website.

The people they building it told me that it's necessary to pay them $50 per month hosting and $200 for " you will need to pay when you want us to transfer the files to our live server". ??

I'm green in this stuff and have no idea what they are talking about and do not know if this is true I need it or it's a lie to take my money, thanks for any help!

They are over charge you for the webhosting. Don't use their webhosting, damn expensive. You might consider webhostingpad, I have a good time with them without any problem. It really depends on what kind of web-site you are going for.

Just for information - virtual hosting will cost you some 5-7 dollars per month (might be more expensive depending on requirements). Transfering files is just a matter of traffic cost and time spent for this activity.

Try gettin quotes from several companies (or freelancers teams) just to compare.
