You need 2 fixed internet IP addresses, 2 routers, a proper domain name with correct dns settings, open the ports you wish to proxy in the firewall and forward them through your inward router to your machine. On standard dsl or cable the overall speed will only be your upload speed as whichever way the traffic goes you will be uploading it outwards. To improve this you need sdsl. Your isp will give you the prices for the extras.
