Any hosting that allows PHP, MySQL or ASP.NET, so basically make sure you find yourself a programmer..but the ones I use are:

If you wanna do it with Yahoo, since Yahoo is more on beginners creating website, you would probably have to choose the more expensive packages...
If you wanna program urself, search up stuff about PHP and MySQL and/or ASP.NET..you gotta be good in Logic...if you love to design and do xhtml/css, most of the time, its super hard to learn...so get you a programmer...
remember...
most designers can't programmer (backend wise)
most programmers can't design (photoshop/illustrator wise)

There are a million people trying to compete w/ myspace/facebook.. it's not worth it, but you can find free ready made scripts that emulate their functionality if that what you really want to do...
