I want to install an IRC server on my site, but I don't have permission from the web host to run executable files, which is what UnrealIRCD and others is/are. Is there any IRC server package out there that doesn't require an executable installation?

No... they all need to run binary to operate... I don't think there's any non-executable daemons...
