Here is where your mistake is. MS Publisher makes poor websites. Pick a tool that aims to develop good HTML based websites like MS Front Page or Dreamweaver. Use MS Publisher for print oriented work.
You see, quality websites use resizeable elements and style sheets. Fonts are scaleable text, which are machine readable, so search engines and visually impaired people can read the text electronically. Common java and javascript are included in real webpages. Real webpages are viewable on many browsers.
But if you must, then any webhosting service will work. Just use an FTP tool and transfer the files. Don't lock yourself into a Windows Server that costs more and prove to be less reliable and less secure.

x10 hosting, no ads and free. In publisher on the file menu click export to web (or something like that) and save in a new folder and leave the file name as index. When this has done locate the folder you saved your site in and highlight index.htm and the folder named index_files. Then right-click on the highlighted folder and click send to compressed zip. Set up a x10 hosting account and then upload your zip folder onto thier server. When it is on thier server (think in public_html) folder click on extract zip, and then your site should work.
