My current hosting provider is Yahoo and they have MySQL version 4.1 (no problem there - it has InnoDB tables), but they only allow me to create MyISAM tables, which won't cut it for my app.
When I Google for web hosting, I get pages like "The 10 Best Hosting Services!" --once I traced the IP/domain of the #1 company on the list, and guess what? They were the ones who published this "survey" through another name! Shysters.

Anyway, looking at queries like that on a search engine (say google), you will find little. This is one of google's many weaknesses -- saturation. Googling for web hosting is utterly useless.

For cheap hosting, I like GoDaddy virtual servers. For about $38 a month (or a bit less) you can have a virtual dedicated Windows Server 2003 machine that you can log into via Terminal Services and have complete admin control over - you can install and configure anything you like (including MySQL).
