Alright now that ive got your attention I have a few questions for you experts.
1-How do you get hosted when you can afford to go out and buy your own web domain but you want to be a hostee, and none of the hosts seem to answer or accept that you have to start somewhere.
2-How do you make a layout I mean how do you choose good qaulity pictures and make unique layouts?
3-How do you choose a good name that people remember and its not bad in any sense just creative.
If any one can help me that would be awesome..as you can see I am trying to become an expert as well..even though that might take a while!

Well you are right, everyone has to start somewhere.
The problem is that most hosting companies dont have the type of support you need. You need training and that is not what support for them does. The support at a hosting company is to keep your server online not tell you how to design etc.
So. to get past this. Use online training and pick up a book or two or four or more. There are several good sites to help you learn like http://w3schools.com just do a search for HTML training or CSS training. Book wise go to your library and browse through the internet books. You will find several.
