How can we act against a spammer who try to promote his own site? Can we delete his domain by calling his web hosting company? or calling his ISP ? If he using bulk mail sending software how can we identify him?

Until there is a monetary penalty, we can do nothing. I use a product called SpamBully in conjunction with Outlook. My spam problem has gone away.
