I typed "web design india company" in Google. It should have displayed pages containing "web design india company" phrase. But look at the second result (a-itindia.com/ ), third result (www.centaurhosting.com/) and forth result (www.dassnagar.com/). These pages do not contain the above phrase in the EXACT order. My question is why so?. On closer examination, I found that the term "web design india company" is pointing to these sites. That shows that Google is displaying these results because of link popularity. Is that so ?
Why is search for "web design india company" not producing correct results?
You're correct in thinking that Google is showing results based on the anchor text used to link to site, even if that exact phrase doesn't appear on the page.
You can confirm this by viewing the Google cache of the page. Near the top of the page, for each of the sites you mention, is the following disclaimer:
These terms only appear in links pointing to this page: web design india company

Google will return hits with your words as an exact-order phrase only if you put the phrase in quotation marks in the search box.
If you just type the words into the box without the quotation marks, you will get the results you describe.
