I have been using HostMonster. Its fine if you use html and publish without use of their wysiwig (Page Wizard) which is *&^**%$#*. The phone techs are easily available and pleasant to deal with. I got a 2 year rate of $118 (payable up front) but think its gone up a little since then. If you google for the top ten servers, you can choose from similar hosting services. Or you can publish a small personal website through msn which is free. GEO cities (also free) was frustrating , with requirements and "turn off your pop up blocker demands" continuously.

If you like to create websites (usually you will end up more than 1 website, I got more than 100 websites in about 6 months' time), go for multiple web hosting services where you could host all your websites in one account.
