I am looking for a shared hosting company that will give us access to the php.ini file and also allow MySQL remote access. Great service and other features are important too, but I am having a hard time finding a company that allows both?

This isnt possible (the php.ini) because this would modify Runtime for everyone on the server! you might be able to get .htacess though which can do similar stuff :)

That's not quite true. Lunarpages allows customers to add a per user php.ini that can modify the global php.ini on a per account basis. They also allow remote MySQL access. Just be sure your ip is in the Allowed Hosts field.
