Why don't you try building your own webserver. Just install apache/php and what you need on your computer. Buy a domain name and set-up a dns there. There are no free hosting packages. If you want to test leave a message and I can help you with some space on my webserver free of cost for a short period.

There are many free web hosting packages like yahoo geocities, brinkster and other sites you search them on any search engine.

Brinkster site is better than geocities as it supports more file formats like asp,vbscript,etc

using someone else as a host saves you the trouble of maintaining a web server. some people do it. some people like to, but if your power goes out or your computer dies, your website is MIA. if someone else hosts it, then someone else is in charge of paying for and solving problems, while your website lives on from another server they have.
