I second the vote for GoDaddy if you need to do any developing. You can get cheaper hosts, but I don't know of any that let you add dynamic content, either client-side or server-side. My GoDaddy account is $11.95/month but includes an Apache Tomcat server for JSP development as well as PHP and Perl CGI. Also, 25 free MySQL instances, 100 email accounts, and 10 GB of space. And I have a dedicated IP, which is the extra $2 per month.
There's a bunch of free apps you can add (content managers, etc) as long as you get the Linux-based package (for god's sake, don't get the MS package if you're going to run PHP and MySQL).
Note: I honestly don't work for them or get any kind of kick-back; I've just been pretty happy with their prices and service so far.

of course there is better options in Office live, which have small fees. as I said.. Small. ^^
