You are at least going to have to buy a domain name. Many, if not all domain name resellers will give you free hosting when you buy a domain name from them. I know GoDaddy does this.
My last domain name:
Domain name + hosting = $45 for 5 years.
That's $9 per year.
And it is more than enough to host a forum.
