Build your website first, I'll tell you why:
Google has crawlers that search all kinds of websites, and if your website is up but you have an uner construction page, you'll be bookmarked as "under construction" and have way lower google and yahoo rankings. Also, web sites take a couple months to build (a good one) and why pay for 2 months of hosting you don't use? Hope this helps!

If you buy your domain through the web hosting company it is easier to set up and it usually costs a lot less. They can help you manage the site, host it, set up email and be a resource for help in general. The best company I have used is ITS, they have been very helpful and will get you the URL you want as a part of a reasonably priced hosting package. Plus you can call them and ask questions directly too. Most hosting companies never are available like that.
