http://www.godaddy.com GoDaddy has domain names for $9.99 per year. One of the lowest out there that has the reputation and that I would recommend. They do free hosting as well.

Ownership requires records and records require record keepers and record keepers get paid, so domain names cost a little money.... but it is quite minimal... just a couple dollars a year.
