1and1 provides hosting packages as low as $2.99 per month. I've been using them for over a year now, and I'm still amazed at what I get for the price.

Also worth noting is that their customer service has been excellent thus far. I've been able to talk with a live person in less than 5 minutes every time. E-mail questions are answered in a timely fashion as well.
