Actually, the most economical "budget" web hosting plans from most companies REQUIRE you to pay for a year in advance. Or bi-annually at least.
For example, at my favorite web host, it's $6.95 a month, but you get billed $83.40 for the full year. Not the absolute cheapest (GoDaddy is $3.99 I think) -- but the best bang for the buck in terms of both features and support.

I think their lowest package is $4.95 per month.
They have their own software which is super easy and has lots of templates.
There are lots of other features too.
I've been looking for something better, cheaper and easier for years, but there are literally 1000s of sites offering similar services. I've tested at least 20 of them. I've NOT tested freewebs that the other answerer has recommended.
If you're using it for a particular profession like mortgage broker, real estate agent, auto site, insurance, etc., look into templates specific to that industry; they advertise with the specific associations usually, but do a search too. It'll save you a ton of update time and they'll often keep your site updated with pertinent information (like mortgage rates) which will mean you'll be able to do more business and work on your site less.
