How do i upload a web site template that i downloaded onto a hosting site?
Post that to the Computer Networking area. It's not a real estate question.
As a network engineer, I'd suggest that you design the website in Dreamweaver using the template and then upload the completed site to the hosting site. Don't upload the template; it'll be publicly accessible and will look silly.

Some web site hosters cannot be customized, and you can only use their template.
