I would like to make a Ratings/Review website with many categories for people to choose from based on one certain topic. They can enter in new information or a new product.

Is this possible through Yahoo Site Builder or any other Web Hosting services? Please let me know only if you are certain you know.

You'll probably want to build your site and incorporate a rating/review script or program of some kind. Several are available including the following:

If you are asking how to build a website - I cannot answer this on yahoo answers.... it takes alot of reading and practice to learn Html, dreamweaver and the likes.

A hosting service is simply the company that you pay to keep your site available on the internet for others to see. They generally don't have anything to do with helping you create the site. That must be done first on your own.
