The top-level domain names are quite independent of the hosting services.

.com - for commercial organizations, but unrestricted

.info - for informational sites, but unrestricted

Generally, one can buy an available domain names easily through registrars or resellers.

eg.

http://godaddy.com

Some of these sites offer hosting (ie. web space, email) as part of their solution. So if there were any restriction, it is not imposed by the name, but the web hosting company.
