I placed an order with Sify shopping for web hosting and paid above 5000 Rs through my internet account .So many mail and telephone call have been made to sify customer care .As it is not materialised for five months I faced financial loss and hence i had to stop the idea of having a web hosting .Then requested to cancel my order and refund.There after lot many telephone call and mail had been sent to customercare .i was asked to give bank satmentement proving that I had paid this money .When I sent it by email they wanted it by fax..Then I sent it by fax and called and confirmed they received it.But they never refund the money.Telling to give some time !.I think they are playing trick with me .Will appreciate if any one guide me for taking legal action so that it can correct the system a bit atleast....Thanks.

I don't know if you live in the United States, so this advice may not be any good.
The easiest answer: if you paid by credit card, call your credit card company and have them reverse the charges. Explain that you've never received what you paid for, and they'll return your money.
If you paid by check, it's more difficult. If you are in the United States, you can go to Small Claims Court. That way, you don't need to pay for a lawyer and you can recover your money. You will need to find out the physical location of the company that you paid. It's also good if you know who the owner is. If you sent money to a physical address, then you know the company's location. You can use WhoIs to see if they've listed an owner and address for the website. If it's close to you, you can always go to the office in person to complain. If you paid by PayPal, I don't know so much, but you might be able to contact them to report the fraud and see if they can assist you. I've had to do that twice, and they were helpful to me. (Some of these tactics may help, even if you aren't in the US.)
