Maybe set up a petition to make it international law that its all isp's, web hosting companies, email providers, and software vendors are responsible for preventing spyware and virus distribution through their networks. Surely this could be done by scanning all data going through their system and blocking the spyware and virus infected stuff. this would help cut down on virus infection rates. (example: if AOL has a client that has a website on their system that infects user's pc's with a spyware program, it should be blocked immediately by AOL)

I'd vote for that, I am sick to death of sites that have viruses and stuff, sites with software that contain malware and other irritations, it should be up to each site's owner/admin to ensure none of that exists on their site, ever. After all, it's far better for business, and I believe in quality over quantity anytime.

So you would manage this task of ever-growing threats? You would start to censor the internet? I just am not sure how you can do this kind of magic. You probably would have to review about 500 million webpages per day. You see, your idea is just not practical.
