When I try to send my brother an email, the message isn't sent and I get the following----
SMTP error from remote mailer after RCPT TO:<*brother's email address*>:host scm.tel.net.ba [*numbers*]: 550 Rejected by eTrust SCM for SMTP-----
What should I do to fix the problem?

Your brother's e-mail provider is using a piece of software called eTrust Secure Content Manager - this is a spam and policy filter.
Something about your e-mail is triggering a rejection. It could be the content - are there any web links in it, language used, attachments etc. It could be your ISPs outgoing mailserver is on a block list.
Try sending him just a simple message and see if that is rejected. If it is, try sending from an alternative e-mail address. If that's still blocked does he have another address you could send to? If not you may need to get him to check with his provider why it's getting blocked, however if it's a work address he may need to be careful about personal e-mails

Are you sure you got the correct email address? Is your brother's email address belongs to his work/company? Sometime those company restrict the worker's emails flow. Tell him to sign up with Yahoo. It's free and he can access it anywhere. Good luck.
