What is alot of email? Are you looking to send email to a mailing list? Most ISP's that I have encountered don't limit sending, however if you're running a marketing program you could run into problems with people reporting you as a spammer.

Send email hosting?
You can get E-mail hosting at http://www.doggydomains.com cheap but the outgoing E-mail goes through your ISP so you shouldn't have a problem with the E-mail hosting.
