It is what it says. The person you are sending to has blocked your email address from sending anything to him. Looks like he complained to Hotmail too xx

If you haven't sent the person any emails yourself, then you might have a virus or trojan sending mails in your name, which are then being returned to you, OR, someone you know might, and it is using your address. You should really check for these with your virusscanner. to see if it is originating from you.
Don't reply to them, whatever you do.

It will only scan, not clean, but at least you'll know. It takes a while as it's an online scan. It is safe.
Don't always trust the free downloaded virus scanners, they're OK to a limit.

This appears to indicate that the IP address of the server you are using to forward your email is blocked by Hotmail as it was probably at some point used to deliver spam.
If your using an ISP SMTP server then try to contact the ISP or Hotmail, if your using your own SMTP server on your own PC (you will know if you are doing this) then try to change your IP address if assigned via DHCP by disconnecting and reconnecting from the Internet, or try contacting Hotmail.
