Some domain names cost thousands - just the name, without hosting.
Some are 2-3 bucks a year.
Some hosting services are free, some are $1000 per month.
It depends on the services you get. If you can find a hosting to park your domain and provide the same services you are getting for much cheaper, then yes, you are being ripped off. If you can't, then, probably, no, you are not.

You can register a domain for around $8 / year at godaddy.com. They also host for around $5/mo. If someone is doing the work for you, then you're mostly paying for their time to set everything up which is probably worth the money your spending unless you can do it yourself.

A .com really costs around $10-$15. But that is JUST the domain name.
You are also paying for the host. 150 pounds is a lot. Webspace, email accounts, things like this are nothing to providers. What is more expensive is the bandwidth, and Server hosting. For that much money, you should be getting UNLIMITED bandwidth, a CGI-Bin, and maybe ASP.net hosting.
