I'm still a little confused. If I get a free domain name from a web hosting service, I don't need a server. If start paying money per month for a web site, do I need to download a server, for example, Apache? If not, what is Apache and that stuff for? Thanks.

if you have an account with a WEB HOSTING company like Tripod then you are paying to post your content on THEIR servers. This means you don't need your own server.
if you are simply paying for a DOMAIN NAME then you need to host your own pages on your own server.

You don't need a serve to run a website through a hosting company, they run the server. If, however, you want to do any serious development at home, or want to run your own web server you would then need the Apache or similar server software.

I have created many sites with freewebs and you do not need a server to use it. They don't give you free domains, but a subdomain (e.g. www.freewebs.com/yourusername). If you start paying money for services on freewebs, you still don't need a server, because the freewebs.com is what is called a host, along with tripod; they host your site on their server.
