I am wanting to set up my computer as a domain and have a few questions about it. Here is what I expect to do:
1. Right click on "My Computer" and select properties.
2. Go to the "Computer Name" tab
3. Set up a domain with a site name like "www.mycomputer.com"
Now my questions
1. Will this cost?
2. Will it actually work?
3. Any other things you can tell my that may be helpful?

I can't be sure, but I think you are misunderstanding what the purpose of that function is. It is not used to set up a web domain. That is done a whole different way.
That function is to join your PC to an Active Directory Domain, which is a type of local network.
If you want to register a web domain, you need to use a registrar service like godaddy. Assuming you are also looking to do hosting, you may want to look in to getting one of their hosting packages as well, since your PC is probably not set up to support that type of activity.

that option is for enterprises, they usually use something called Active Directory, so when they want to have all their equipments monitored and in complaint with policies they make up the add it to a domain but that domain is internall not for public use.. example. yahoo may use internal domain corp.yahoo.com... but what you see on internet is yahoo.com... that's because both are different but the same, the corp.yahoo.com is the local domain to find local computer, the yahoo.com domain is the domain for web browsing and mail and other services.
