Yes, you can use numbers but when verbally giving your domain name to people you will always have to explain if you mean 20 in numbers or twenty spelled out.
Domain names without numbers or hyphens are more valuable and more desirable. The shorter the better and the catchier or easy to remember the better.

Numbers in domain names?
It kind of depends. Most web hosts will allow numbers, but some will not.
EX www.mywebhost.com (not a real site, to my knowledge) may cost 10$ a year, and not allow numbers in domain name while www.bestwebhost.com (again not a real site) may allow numbers in domain name while costing 13$ a year.
Other sites also have "packages" as you are probably aware. There may be specific packages to purchase that may allow you to use numbers in domain names depending on your host...

I'm not sure what you mean by "as useable." If your question is "Technically, can I use numbers in a domain name?" the answer is "yes." If you're wondering if it's legal to use someone else's domain name, except you want to add numbers to it to make it unique, then the answer is "probably not." There are definite copyright and infringement laws that prevent people from piggybacking off of well-known domain names.

Host names are restricted to a small subset of the ASCII character set that includes the Roman alphabet in upper and lower case, the digits 0 through 9, the dot, and the hyphen. (See RFC 3696 section 2 for details.
So a-z, 0-9 and - can be used in a host name.
So Yes you can.
