If someone registard the name but they don't open any domain name under that. Can i open a domain name under that registerd name?

go to the yahoo geocities/small biz solutions website and enter your chosen name-it should immedietley let you know if its available.
if there is no online presence of the other company-go for it-maybe down the line they will purchase it from you, but i'd beware if it's a major company or someone local to you....you also may have to pay them extra to buy it if they don't want it anymore....but my guess is that the person who registered it purchased a whole bunch of domain names at the same time to resell them.

If it's registered it belongs to them so you will have two choices; 1) contact who owns the domain name and buy the rights, which has become a big business and people register all kinds of names, only option here is if they don't sell it and it becomes available when they don't renew it, 2) come up with a variation or another name similar to waht you have in mind and try that.
