I own a few domain names and a few of them could be very popular in the north east but I dont know how to get them up and running. I've heard that there are people who set up the site and you get paid pre visit to the website, is that true? If it is how do I get hooked up with them?

When you say you want to "get them up and running", do you mean you want your domain names to tell people something? Promote your business, showcase your blog, etc.?
Decide first what exactly you want your domain name to "do". Once you've made up your mind on that, that's when you get down to the nitty-gritty details of going about it.
If you wish to setup a website, you signup for "web hosting". Although the previous user mentioned about using your computer, it might actually be more convenient for you to "borrow" someone else's space to put your website on. (which is what webhosting is about...)
I won't go into further detail at this point. Just ask your host what else is needed after you setup your website. (if you sign up for one, that is...)
Help with Domain names?
Any ISP (Internet service provider) will host your domains. If you would like to do it yourself with a cheap internet service. You will need two computers running server software.
