I have been looking at domain names and when I search for one, it says it's taken but it says transfere this for free or 拢9.99. What does it mean by transfere?

The provider you are searching through seems to be assuming that you are the owner of the domain name. They are trying to entice you to transfer the domain name to them. Of course where you are not the owner, you would not be able to do so as there are verification processes.

Transfering the domain from one service to another, for example you may have purchased the .com at www.hostrocket.com but no longer want to stay with them, you may transfer to www.godaddy.com for free; the domain is transfered to a different company, administration, etc.
