Who is exactely responsible for controlling of domain name registration?
ICANN is an non-profit domain name administrator. They are responsible for domain name allocations and dispute resolutions. They assigned top-level domain names such as .com, .biz, .org and ICANN also assigned country code level domain name such as .cn, .au, .nz, .bn.
Domain name registration systems are sub-contracted to other company but they all come under ICANN guidelines and rules. eg. Dotster and NIS are domain name registrars.
Who is exactely responsible for controlling of domain name registration?
ICANN is responsible at the present moment

Who is exactely responsible for controlling of domain name registration?
The Internet Assigned Numbers Authority is the governing body over domain names I believe. Check em out at www.iana.org
Hope that helps in your research!
EDIT: So, in www.mypage.com, I think that www.icann.org is for the "mypage" part, whereas www.iana.org is for the ".com" part...
Who is exactely responsible for controlling of domain name registration?
To add a bit to the other answers - ICANN is the governing body over all top level domain names, however each type of domain name has an associated Registry. A domain name registry maintains the database that contains all of the domain names and supports the companies that register domain names (who are registrars) to make sure that they can connect and register/modify names etc. You can find a list of the differnet types of top level domains ("TLDs") on the www.iana.org site.
Here's the basic chain of command:
ICANN - governing body of all domains
Registry - maintains the database of that type of domain names and provides support to registrars
Registrar - registers domain names with the registry and provides support for registrants
Registrant - person who purchases the domain name from the Registrar
