Theres noone who controls the entire world
Think of it as the world and continent
Every continent is equals to domain spaces
Therefore, domains cannot be owned or control just by 1
Who gets the money? of course the owners of that space
Why cant you have same domain names?
Do ever see yourself sharing your house address to another family or several families all over the world?

No one controls the internet but domain name registrations are controlled by ICANN which is controlled by the US goverment.
Icann gets some money whenever you buy a domain name.
Their are 13 top root dns servers, if any one of those servers says a domain is already taken then you cannot buy a domain with the same name.
