With microsoft Office live you can eighter get a new domain name or transfer a existing domain name all the procedures are in their FAQ section, as far as transfering your domain name from Microsoft Office Live to another Registrar you can do that after 90 days since your last change, both these subjects are covered in their FAQ's so to answer your question yes you can bring a existing domain name to Office Live and if you want to quit you can take it with you.

They have cheap domains at http://www.dakotawebhosting.com That .99 cent thing above is just for .info domains so I'd compare .com ones.
