It was my understanding that you cannot transfer a domain name within the 60 days of it's registration... If that is true, how is it there are domain sellers that are selling domain names as soon as they register, specifying that the domain will be transfered within 24 hours of payment?

This is true, you cannot transfer your domain name within 60 days of registration.
Domain sellers use free future known as "Push" .. you can push any domain you want from your account to your buyer account on the same registrar.
Let's say you sold domain registered with GoDaddy, login to your account then manage your domain then click on "Account Change" and use your buyer details. He will receive email from GoDaddy about it and he have the domain in his account in a minute.
