I am currently doing a website under a .org account apparently someone has reserved the use of the .com ahead of me already but its over a year now and that person hasn't made use of the site. The .com is set to expire soon and I want it for my site too. My .org site is already fully developed and functioning and I want it changed to .com. How is it possible for me to acquire the .com now? Can I reserve it though someone has reserved it? I've contacted the the person who has the .com but he's only willing to compromise at a very unreasonable rate. Its really obvious that he only intends to give in to me if I accept his offer. What to do? What are my remedies?

If he already owns it you have no choice but either to buy it from him or wait for him to give it up.
However, you should consider retaining your .org. Many people had problem in the dotcom days with squatters. They wanted domain names badly but there were too many squatters. At the end of boom, the squatters were ready to sell names for cheap, but the buyers decided otherwise as their websites were popular with what names they had.
If the person is not using his website, will give it up one day. Even $25 a year, no one wants to just keep on paying. Think twice if you are paying a heavy price for a domain name, especially with an existing website.
