I'm looking to host ajax homepages for users of my website (like google homepage). Is there code or an API that I can use to host these on my own domain name?

I've got to say NO and YES.
No, you will never find all those great features available together for free.
BUT... yes! Each of the major google home page features has been duplicated... and they all are open-source royalty-free!
the page layout, the rss reading, some widget stuff... I've seen it all on the http://jquery.com
Oh yeah... and google has google for your own domain... and it's free too!
