Set your domain up with Yahoo. The first year is only $9.95 for the first year. They will allow you to purchase 2 years at that price.

That's like asking a group of women which pair of jeans is the best...they will all give you different answers for different reasons.
Godaddy is inexpensive ($8.95 or less per year), but they will try to sell you web hosting. Network Solutions is considered "the" registrar, but they are more geared towards corporate clients where godaddy is more for the average person. I personally don't like Register.com. They are too expensive and I've had issues with domains propogating properly with them.
Most web hosts unless they are quite large are reselling for one of the top registrars.
Dreamhost.com is a pretty decent web host for personal sites. I wouldn't host anything mission critical with them as they've had network issues in the past, but their plans have TONS of features. They are also certified as an independent registrar (ie, they aren't reselling).
