You can usually find free web builders that give you lots of space for free. I've never heard of any free domain name places before though. Only Another Free and Hosting Lagoon, but those have weird catches.

You're asking a bit much; if you DO find something like this, it will be riddled with unsightly ads... the best option is to give in and pay for it. My hosting account is exactly what you describe and is less than $100 a year.
