You need a lot of web space to do that. In other words, you need a company with a lot of server power. Expect to spend $50.000 or more in this project

you'd need to install some sort of control panel and have good resources like disk space, memory..... etc...

all you need is just a Reseller Hosting for starting ( WHM ) you may try, i can provide that and i think it will cost $25 USD for 25 GB! and just a domain name ... also you may provide AdSense based free hosting + free domain. and you may contact me for bulk agreement of domain so you can provide your visitors domain as low at $1.5 USD only! and you can get that $1.5 from Google AdSense in 1-2 weeks by showing forced ads on there sites,

anyway... i really don't think it will cost you $50000 USD lol, maybe $500 year ?
