i have bought and registered my own web adress. Now how do i make my own web page and host it as cheap as i can?

Erhm, you have to either make your computer a server or go obtain hosting on a server somewhere. There are millions of webhosts out there each with their own benefits of being a member of their hosting.

What you need to know if you're using NOTEPAD.EXE is HTML. HTML is a set of tags that is read by the browser to format the layout of the website. You can go beyond this by using CSS [Cascading Style Sheets] and other things such as JavaScript.
If you're using the higher leveled [higher leveled in the sense that it is easier to use] software, they usually have tutorials that can aid you in the process. The more expensive software that are not manufactured specifically for a single company or user usually are well documented or not used at all. Google is a good place to search for tutorials if there is not a resource page with the software.
